The Nunavut Land Claims Agreement

Since 1993, the contractual relationship between Canada and the Inuit of Nunavut has been reduced to an activity-based technical implementation process in order to fulfill certain obligations set out in a common implementation plan. Nunavut Tunngavik Inc. (NTI), the Inuit organization responsible for monitoring the implementation of the land agreement, is calling for a more focused approach to implementation and increased funding for implementation to achieve the environmental, social and economic objectives of the NLCA. Federal officials have expressed concern that ITTIs associate contractual rights and obligations with broader socio-economic and cultural objectives that go beyond the implementation of the treaty. It has often been argued that the Department of Indian Affairs and Northern Development (DIAND) has failed to convince other federal authorities to meet their obligations under the agreement. Nunavut Tunngavik Incorporated (NTI), the Inuit organization implementing the Nunavut agreement, suggested that the mandate of the negotiator for the federal government`s implementation treaty was insufficient and that he had committed, in any event, to the status quo of the first implementation treaty for the years 1993 to 2003.
